Laos-Singapore Cooperation Centre

The Laos-Singapore Cooperation Centre in Vientiane was officially opened on 24 June 2019 by Dr Mohamad Maliki Bin Osman, Senior Minister of State, Ministry of Defence and Ministry of Foreign Affairs of Singapore, with Mr Thongphane Savanphet, Deputy Minister, Minister of Foreign Affairs of Lao PDR
The Singapore Cooperation Programme (SCP) was established in 1992 to pay forward the technical assistance that Singapore had received from the international community since the early years of independence. While Singapore has extended technical assistance to fellow developing countries from the 1960s, the SCP builds upon such efforts by providing capacity-building and human resource development programmes in a systematic, organized and multi-year platform.
Singapore’s commitment to the Lao PDR's development has remained strong through the years. Over 17,500 Lao government officials have taken part in the SCP since its inception. Among them, the majority had participated in training programmes under the Initiative for ASEAN Integration (IAI), launched during Singapore’s ASEAN Chairmanship in 2000. Under the IAI, the Lao-Singapore Training Centre (LSTC) in Vientiane was established in 2001. In 2019, the LSTC was rebranded as the Laos-Singapore Cooperation Centre (LSCC), expanding the scope of the centre beyond IAI courses to serve as an integrated platform for Singapore's public and private sectors to deliver capacity-building programmes. The LSCC conducts regular courses covering a wide range of areas, including public administration, economic development, trade facilitation, healthcare, environmental sustainability, and English language skills.
Singapore’s development partnership with Lao PDR has continued to grow. The Singapore-Laos Enhanced Cooperation Package, announced in September 2022, supported the Lao PDR's ASEAN Chairmanship in 2024 through human capital development. In conjunction with the 50th anniversary of the establishment of diplomatic relations between Singapore and Lao PDR in 2024, Prime Minister Lawrence Wong launched a bespoke public administration training course for senior Lao officials, under the Leadership and Governance Training Programme, with the inaugural edition held in June 2025. This complements the English Language Training for Senior Lao Officials which Singapore has been hosting since 1999.

Singapore Cooperation Centre Logo

The Singapore Cooperation Centre logo represents multi-culturalism, progression, cooperation and unity. It was derived from the cultural handiwork of the host countries. The weaving pattern is a stylisation of the agricultural landscape of the countries represented, and an abstract representation of four hands supporting one another. Set in red, the logo also reflects Singapore's spirit and identity.
